P0007: Fuel Shutoff Valve "A" Control Circuit High

What does P0007 mean?
P0007 sets when the module reads a higher voltage on the shutoff valve's control circuit than the state it commanded should allow. The two things that produce that reading are a short to a voltage source and a circuit carrying no current at all, and on these valves the second is far more common than the first.
That is because the coil itself is a genuine weak point, and it is the cheapest thing to check. A fuel shutoff solenoid is a fine-gauge winding sitting on a pump body that runs hot and vibrates every second the engine is turning. Windings in that environment fail open, and when the winding opens there is no current path, so the control wire floats up towards supply potential and the module records a high reading. A meter across the two solenoid terminals resolves a large share of P0007 in about thirty seconds, and it is worth doing before any wire is traced.
The second thing to check costs nothing and is missed constantly: the supply side. Most shutoff valves are fed from a fused circuit or a dedicated fuel-system relay, with the module switching only the ground. If that feed is dead — a blown fuse, a relay with burnt contacts, a corroded splice — then no current flows, the module cannot pull down a wire that has no supply behind it, and the resulting fault looks exactly like a control circuit problem. People replace solenoids over dead relays regularly. Confirm the valve has power before you condemn anything downstream of it.
What makes P0007 the serious member of the block is the direction the failure defaults to. On an energise-to-run valve, no current means the spring wins and the fuel path closes. The engine either will not start at all or catches for a second and dies as residual pressure runs out. There is no limp mode and no failsafe to carry the vehicle home, because the failsafe here is the engine stopping. On an energise-to-stop valve the same electrical fault produces the opposite complaint, an engine that runs but will not switch off, so establishing which design is fitted is still the first step even though the code points the same way.
The last thing to settle before anyone quotes a price is what the manufacturer actually means by the valve. On an older mechanical or electronically governed rotary injection pump it is a discrete screw-in solenoid, separately available and inexpensive. On a modern common-rail engine the same code frequently refers to a suction control or fuel volume control valve built into the high-pressure pump assembly, and on some of those the valve is not sold separately at all. The electrical diagnosis is the same in both cases; the invoice is not remotely the same, and finding out which architecture you are working on is a five-minute parts lookup that can change the number by more than a thousand dollars.
Common causes
- Open winding in the shutoff solenoid, the most common single cause and the quickest to confirm with a meter
- Blown fuse or failed relay in the supply feeding the valve, leaving the module with no current to switch
- Corroded or high-resistance splice in the supply side of the circuit
- Broken conductor in the control wire between the module and the solenoid
- Control wire shorted to a switched or permanent supply where another circuit has failed against it in the loom
- Connector terminal backed out, spread, or not fully latched at the solenoid
- Failed low-side driver in the engine control module that no longer pulls the circuit down
- Aftermarket immobiliser or fuel cut device wired into the shutoff circuit and holding it high
Symptoms
- Engine cranks at normal speed but never fires, with no fuel reaching the cylinders
- Engine starts, runs for one or two seconds and dies as residual fuel pressure is used up
- Repeated attempts produce the same result with no improvement from longer cranking
- No smoke and no combustion sounds during cranking, distinguishing this from a hard-start condition
- Vehicle cuts out while driving and will not restart
- On energise-to-stop designs, an engine that runs normally but will not shut off with the key
- Check engine light with the fault stored key-on, engine-off
- Fuel system pressure codes stored alongside as the module observes delivery it did not authorise or receive
Diagnostic steps
- 1.Measure resistance across the solenoid terminals with the connector removed. An open winding is the leading cause and this is the fastest way to find it.
- 2.Confirm the valve has a supply. Test for voltage on the feed side with the ignition on before assuming the fault is in the control leg or the coil.
- 3.Check the fuse and relay serving the fuel shutoff circuit, and swap the relay for an identical one elsewhere in the box as a quick substitution test.
- 4.Determine from a wiring diagram whether the valve is energise-to-run or energise-to-stop, so you know which symptom to expect and can confirm the diagnosis against it.
- 5.Look up whether the vehicle uses a discrete shutoff solenoid or an integrated pump-mounted control valve before pricing any part.
- 6.Test continuity end to end on the control wire with both ends disconnected, since an open conductor produces the same high reading as a short to power.
- 7.With both ends disconnected, check the control wire for unexpected battery voltage, which locates a genuine short to a supply.
- 8.Inspect the solenoid connector for a backed-out or spread terminal that makes intermittent contact under vibration.
- 9.Look for any aftermarket immobiliser, alarm or fuel cut device spliced into this circuit, which is disproportionately represented in these faults.
- 10.After repair, verify the engine starts and runs, then confirm the key shuts it down cleanly and no code returns over several drive cycles.
Repair cost
$15 – $1,700
A blown fuse or a failed relay is the cheap end and it is a real outcome, at $15 to $60. Diagnosis is $110 to $200. A discrete shutoff solenoid on a mechanical injection pump runs $40 to $160 for the part with $80 to $300 labour, driven mostly by what has to come off for access. Harness or connector repair is $130 to $450. Where the shutoff function is a suction or volume control valve integrated into a common-rail high-pressure pump, and particularly where it is not sold separately, expect $500 to $1,700 fitted. Module replacement with programming is $400 to $1,200 and belongs last, after the coil, the supply and the wiring have all been cleared. Add towing, since this is usually a no-start.
