P0528: Fan Speed Sensor Circuit No Signal
No speed feedback is reaching the module at all — which is exactly what a fan that is not turning would report, so the first move is to look at whether the fan spins, not to test the sensor.

What does P0528 mean?
Silence is ambiguous, and that ambiguity is the whole diagnostic problem with P0528. The module commanded the cooling fan to turn and received no speed pulses back. There are two completely different worlds that produce that identical result, and they call for opposite repairs.
In the first, the fan is not turning. A motor that is not rotating generates no speed signal, and the sensor reporting nothing is reporting the truth perfectly. In the second, the fan is turning normally and only the feedback path has failed — a broken signal wire, a dead sensor, a lost reference voltage. From the module's seat these look the same. From outside the car they could not look more different, because in one case you can hear the fan and in the other you cannot.
That is why the correct first step on this code is not a meter but your eyes and ears. Command the fan on with a scan tool, or run the air conditioning until it engages, and observe. If the fan does not move, the sensor is a bystander and you are chasing a power, ground or motor fault. If it spins at full command and the scan tool still reports zero, you are chasing the signal circuit alone.
There is one shared cause that produces both symptoms at once, and it is common enough to check early. A brushless fan module takes its own low-current supply for the electronics as well as the high-current supply for the motor, and on many designs the speed sensor is powered from inside that module. Lose the module's supply — a blown maxi-fuse, a failed fan relay, a corroded high-current connector — and the motor and the speed signal die together. A single blown fuse therefore explains a completely dead fan and a completely absent speed signal, and it is a five-dollar fix that people spend hours around.
The timing of when this code appears deserves a note. Most drivers do not command their cooling fan for months at a stretch. Through cold weather, coolant rarely reaches the temperature that calls for it and the air conditioning is off. A fan that failed in November may not be discovered until the first warm day in spring or the first time the defroster brings the compressor on. So P0528 arriving suddenly rarely means the fault happened suddenly — it usually means this is the first time in a long while that anything asked the fan to run.
This code is rated seriously here for one reason: of the three fan speed codes, it is the one most likely to accompany a fan that is genuinely not cooling at all. A car with no functioning fan will overheat in traffic, and overheating damages head gaskets and warps heads long before the driver decides it is serious.
Common causes
- Cooling fan motor seized or open internally, so it does not turn and produces no speed signal
- Blown maxi-fuse or failed relay in the fan's high-current supply, killing motor and feedback electronics together
- Open or broken speed signal wire between the fan module and the engine control module
- Failed speed sensor or its internal supply inside the fan control module
- Connector at the fan assembly unplugged, corroded through, or with terminals burned by high-current heat
- Fan control module failed outright after a prior overload or water intrusion
- Ground path to the fan assembly corroded or broken at its bracket or radiator support stud
- Rodent damage to the harness in front of the radiator, which is a favoured nesting area on parked vehicles
Symptoms
- Check engine light with coolant temperature climbing in traffic and recovering as soon as the vehicle moves
- Cooling fan that never runs, even with the air conditioning on and the engine hot
- Air conditioning that blows warm at a standstill and cold again once you are moving
- Temperature gauge rising toward the red in slow traffic, drive-through queues or a long climb
- Fan speed reading zero in live data no matter what the module commands
- Coolant loss or steam after a hot day in traffic, if the fault has been present through an overheat event
- Blown fan fuse found during unrelated work, sometimes with no symptom noticed yet
Diagnostic steps
- 1.Command the fan on with a scan tool, or run the air conditioning until it engages, and watch it. This single observation splits the diagnosis in half: a fan that does not turn sends you after power, ground and motor, while a fan that spins normally sends you after the signal circuit alone. Every other step depends on knowing which of these you have.
- 2.Check the fan fuses and relay before anything else, including the high-current maxi-fuse in the underhood box. On most variable-speed designs the same supply feeds both the motor and the electronics that generate the speed signal, so one blown fuse produces a dead fan and an absent signal simultaneously and is by far the cheapest thing this code can be.
- 3.Inspect the fan connector at the module for burned, melted or green terminals. These carry high current in a wet, salted location, and terminals that have overheated will show discoloured plastic around the pins. Terminal damage found here means the connector needs replacing, not just cleaning, because the metal has already lost its temper.
- 4.With the fan commanded on, measure supply voltage and ground at the fan module connector. Battery voltage present on the feed with a good ground and a fan that still does not turn condemns the motor or module; missing voltage sends you upstream to the relay, fuse and wiring.
- 5.If the fan spins but reports nothing, back-probe the speed signal wire with the fan running and look for a switching signal. No activity at the module end with the fan turning means either the sensor has failed or the wire is open between the two — and checking continuity of that wire end to end separates those two in a few minutes.
- 6.Look behind the radiator support for chewed insulation and nesting material before condemning the fan assembly. Rodent damage in this exact area is common on vehicles that sit outdoors, and it produces a clean open circuit that tests exactly like a failed component while costing a fraction to repair.

The range here is unusually wide because the causes are. A blown fuse or relay is $30-$120 including diagnosis and is genuinely the outcome in a meaningful share of cases. Diagnosis alone is $110-$190. A wiring or connector repair is $130-$350. A complete cooling fan assembly with integrated module is $400-$1,000 installed, and on vehicles where the fan comes out only after the front bumper cover or upper radiator support is removed, the labor is the larger half of that. If the fan has already been non-functional through an overheat event, budget separately for a cooling system inspection — the fan repair does not undo heat damage.
