What does P0723 mean?

The output speed sensor watches a toothed reluctor ring on the transmission output shaft and reports how fast power is leaving the transmission toward the wheels. The transmission control module compares that number against input shaft speed to know what gear it is actually in, times shifts and torque converter lock-up from it, and on most vehicles feeds the speedometer and the ABS/traction systems from it as well. P0723 sets when that signal is present most of the time but keeps cutting out, spiking, or going implausible for brief moments.

The word that matters in this code is intermittent. P0722 means the signal is gone and stays gone; P0721 means it is present but wrong; P0723 means it is fine until it isn't. That distinction should change how you approach it, because a component that fails only sometimes is usually failing because of something that changes — vibration, heat expansion, a connector that loses contact when the driveline torques over, moisture that bridges a corroded pin on a wet morning. Chasing an intermittent code with static bench tests is the classic way to spend money and fix nothing.

The output speed sensor lives in a genuinely hostile location: bolted into the transmission case, close to the exhaust, exposed to road spray, and shaken constantly. Its harness is a well-known failure point. Exhaust heat hardens and cracks insulation, vibration breaks individual copper strands inside a wire that still looks perfect from the outside, and a leaking case pass-through connector lets transmission fluid wick up the wire and contaminate the terminals. Any one of those produces a signal that works until it doesn't.

When the signal drops, the TCM cannot calculate gear ratio, so it typically falls back to a failsafe mode — commonly holding one gear with firm shifts and no converter lock-up — until the next key cycle. Drivers describe this as the transmission "going into limp for a second" or the speedometer "dropping and coming back." The car remains driveable, but a transmission that intermittently loses track of what gear it is in can make a badly timed shift, and repeated failsafe events are hard on the clutches. Diagnostic steps

They are four views of the same circuit. P0720 is the general circuit malfunction, P0721 means the signal is present but implausible, P0722 means there is no signal at all, and P0723 means the signal keeps cutting out and coming back.
