What does P0147 mean?
Every modern oxygen sensor carries a small electric heating element wrapped around or built into the sensing element, and the controller monitors the current it draws. P0147 sets when that circuit on the Bank 1 Sensor 3 sensor stops behaving — most often because the element has burned open, sometimes because the supply, ground or fuse feeding it has failed.
What the heater is actually for changes depending on where the sensor lives, and that is the point worth carrying away from this page. At the first sensor position the heater is a head start. Exhaust leaving the ports is hot enough to keep that sensor at operating temperature all by itself once the engine has warmed, so the heater's real job is to shorten the couple of minutes after a cold start when the controller would otherwise be running on preset fuel tables. Lose it and you lose those first minutes.
At the third position the arithmetic is different. That sensor sits at the end of a long pipe, downstream of two catalytic converters that have absorbed a great deal of the exhaust's heat, and on many vehicles in a stretch of underbody exposed to full airflow. On a cold day the gas arriving there may never reach the temperature the sensing element needs. The heater is not shortening a warm-up — it is supplying most of the heat the sensor will ever see. When it fails, that sensor stops producing usable output permanently rather than just for the first two minutes.
Which explains a pattern that confuses people: P0147 very often appears alongside a slow-response or no-activity code for the same sensor. Those are not three separate faults. They are one failed heater, described three ways by three different monitors. Reading that pack as three problems and quoting three repairs is the expensive mistake this code invites. Fix the heater, clear everything, and drive complete cycles before deciding anything else is wrong.
Common causes
- Heater element burned open inside the sensor — the most common cause by a wide margin
- Blown fuse on the oxygen sensor heater supply, which typically takes several sensors down together
- Corroded or water-damaged connector interrupting heater supply or ground
- Damaged heater supply or ground wire in the underbody harness run
- Failed heater driver circuit inside the engine control module, which is uncommon and diagnosed last
Symptoms

- Slow-response or no-activity codes for the same sensor set at the same time
- Sensor output stays low and lifeless even after a long drive
- Rear catalyst readiness monitor will not complete
- No change in power, idle quality or fuel economy
Diagnostic steps
- 1.Check the oxygen sensor heater fuse before anything else. One blown fuse setting heater codes on several sensors at once is a very different repair from one failed sensor.
- 2.Unplug the sensor and measure resistance across the two heater pins with the sensor cold, comparing against the specification for the exact part. An open reading confirms the element has failed internally.
- 3.With the connector unplugged and the key on, confirm supply voltage on the heater feed pin and a good ground on the return pin.
- 4.If supply is present and the element measures within specification, perform a voltage drop test on the heater ground under load — a resistive ground reduces heater output without ever reading open.
- 5.Note which other codes are stored for this same sensor. Slow response and no activity alongside P0147 are usually consequences of it, not independent faults.
- 6.After the repair, clear all codes and complete several full drive cycles including highway running before assessing whether any sensor code genuinely remains.

A blown heater fuse is a few dollars and worth checking first precisely because it is so cheap to rule out. Connector or wiring repair typically runs $80 to $250.
