The metering actuator's circuit is electrically fine — the module says so by not setting a circuit code. What it is telling you instead is that the fuel quantity it commanded and the fuel quantity it got are two different numbers, which usually means the pump is being starved rather than broken.

What does P0252 mean?
P0252 is a plausibility code, and understanding that distinction saves most of the diagnostic time on it. A circuit code — P0253 or P0254 — means the module looked at a wire and found a voltage it cannot accept. P0252 means the wiring passed. The module drove the metering actuator, the circuit responded normally, and then the feedback came back saying the resulting fuel quantity was not what was asked for. Nothing is electrically wrong. Something in the mechanical or hydraulic chain is refusing to cooperate.
That reframing has a direct consequence for how you work: put the multimeter down and pick up a pressure gauge. The single most useful measurement on this code is fuel supply pressure into the injection pump, compared against the manufacturer's specification, taken while the engine is running and ideally while it is under enough load to reproduce the fault. The pump can only meter fuel it has been given. If supply pressure sags under demand, the pump falls short of the commanded quantity, the feedback reports the shortfall, and the module sets a range/performance fault against an actuator that is doing exactly what it was told.
The cause list follows from that. A restricted fuel filter is the leading candidate and the cheapest — on many affected diesels it is genuinely the most common single fix for this code, and a filter that looks acceptable can still be restrictive under high flow. Behind the filter sit the lift or transfer pump, the pickup and suction lines, and the water separator. A suction-side air leak deserves particular attention because it behaves differently from a restriction: air compresses where diesel does not, so the pump loses effective delivery volume in a way that gets worse as demand rises. Look for bubbles in a clear section of the supply line while the engine runs, not just while it cranks.
Gelled or contaminated fuel belongs on the same list. In cold weather, waxing restricts flow through the filter in a way that appears and disappears with temperature — a P0252 that only shows up on cold mornings is pointing directly at this. Water in the fuel is more damaging: it displaces fuel, provides no lubrication to the pump's internals, and on high-pressure systems can cause rapid wear. Drain the separator and look at what comes out before doing anything else.
Only once supply is confirmed good does the actuator itself become a serious suspect, and even then the mechanism matters. A metering actuator can be electrically perfect while sticking mechanically — deposits, varnish, or wear on the sliding element means the actuator receives the command, draws normal current, and simply does not travel the full distance. Watching commanded position against actual position across the whole range on a scan tool will show that: normal tracking at small movements and a growing shortfall at large ones is the signature of mechanical binding rather than electrical failure.
One cause specific to modified vehicles deserves a mention, because it produces this code with entirely healthy hardware. If the engine has been retuned for more fuel, the calibration may command quantities the stock pump and supply system were never asked to deliver. The module then sees a persistent command-versus-actual gap and reports it honestly. On those vehicles the fix is usually the calibration or a supply upgrade, not a part. Reverting to a stock tune and seeing whether the code returns is a cheap and decisive test.
Driveability with P0252 is generally reduced rather than lost — the engine runs, but it feels flat, may hesitate under load, and may drop into a fuelling limit. That is the module protecting itself. It is worth acting on promptly regardless, because the most common causes are also causes of poor pump lubrication, and an injection pump run short of fuel is an injection pump wearing out early.

- Weak or failing lift/transfer pump leaving supply pressure below specification under demand
- Air drawn in through a suction-side leak — cracked line, loose fitting, failed O-ring, or a poorly seated filter housing
- Gelled or waxed fuel in cold weather, producing a fault that comes and goes with temperature
- Water or contamination in the fuel starving and abrading the pump internals
- Collapsed or kinked supply hose that restricts only under high flow
- Blocked fuel tank pickup screen or a plugged tank vent creating suction resistance
- Metering actuator sticking mechanically from deposits or wear despite a healthy circuit
- Drifting or slow-responding fuel rack position sensor giving the module inaccurate feedback
- Worn injection pump internals — rotor, cam ring, or metering sleeve — unable to reach commanded delivery
- Aftermarket tune commanding fuel quantities beyond what the stock pump and supply system can deliver
Symptoms

Diagnostic steps
- 1.Recognise what kind of code this is. P0252 is range/performance, not a circuit code — the module has already told you the wiring is acceptable, so start with pressure and flow rather than voltage.
- 2.Record all stored codes and the freeze frame. Note the load, RPM, and coolant temperature at which the fault set, since a cold-only pattern points at fuel gelling and a load-only pattern points at supply volume.
- 3.Check the fuel filter's service history and replace it if there is any doubt. This is the cheapest realistic fix and it resolves a large share of these codes.
- 4.Measure fuel supply pressure into the injection pump against specification, at idle and under load. A gauge on the supply side answers more on this code than any electrical test.
- 5.Watch for air in the supply using a clear line or clear filter bowl while the engine runs, not only while cranking. Bubbles under running conditions confirm a suction-side leak.
- 6.Drain the water separator and inspect the fuel for water, sediment, algae, or wax.
- 7.Inspect the supply hoses for collapse, kinking, and soft spots that restrict only under high flow.
- 8.Compare commanded fuel quantity or rail pressure against actual in live data through a full load range. Tracking well at small commands and falling short at large ones indicates a volume limitation rather than a component failure.
- 9.Command the metering actuator through its range with a scan tool while watching position feedback. Smooth full-range travel argues against the actuator; a consistent shortfall at the top of the range suggests mechanical binding.
- 10.Verify the feedback sensor's supply, ground, and signal quality even though this is not a circuit code, since a slow or drifting sensor produces exactly this complaint.
- 11.On a modified vehicle, return it to the stock calibration and retest. A code that disappears on stock fuelling is the tune outrunning the hardware, not a failed part.
- 12.Check manufacturer service bulletins for your specific engine before condemning the pump.
- 13.Consider pump internal wear only after supply pressure, fuel quality, air intrusion, actuator travel, and sensor feedback have all been verified good.
