What does P0296 mean?

A contribution or balance monitor does not measure voltage; it measures work. The engine control module (ECM) watches crankshaft acceleration through each power stroke and compares what every cylinder contributes against the others. P0296 sets when cylinder 12's share falls consistently outside the acceptable window.

That makes it a performance code, not a wiring code. P0294 and P0295 tell you the circuit is wrong. P0296 says the circuit may be perfectly fine and the cylinder is still not doing its job. Chasing wiring on a contribution code is one of the most common wasted afternoons in this entire family.

P0296 also closes the block. The per-cylinder injector codes run P0261 through P0296 — circuit low, circuit high, and contribution for each cylinder from 1 to 12 — and cylinder 12 is the last cylinder any production passenger engine has. The argument that should shape how you approach this particular file is economic, and it is the honest one. On a four-cylinder engine, the parts-cannon approach is bad practice but survivable: replace all four coils and all four plugs and you are out a few hundred dollars. The engine will drive. The reason not to shrug is cumulative: a weak cylinder sends unburned fuel into the exhaust, and over weeks that damages a catalytic converter costing far more than the original fault.

I have P0296 and P0293 together. Is that two bad injectors?

It could be, but it is not where to start. P0293 and P0296 are cylinders 11 and 12 — adjacent to each other at the same end of the same bank.
