P0489: Exhaust Gas Recirculation "A" Control Circuit Low

The engine computer sees low voltage on the wire it uses to switch the EGR valve. Because that wire is a ground-side control on almost every vehicle, "low" here does not mean power has been lost — it usually means the circuit is being pulled down when it should be released.

What does P0489 mean?

The polarity of this circuit is the thing that trips people up, and getting it right saves most of the diagnosis. On the great majority of electrically controlled EGR valves, battery voltage is supplied to one side of the valve's solenoid from a fuse or relay, and the engine control module completes the circuit by grounding the other side. The module's control wire is therefore pulled up to near battery voltage through the solenoid winding whenever the valve is off, and drops to near zero when the module switches it on. Voltage on that wire is a report on the module's own output, not on whether the valve is being fed.

Read that way, "circuit low" stops being ambiguous. A control line that sits low when the module has not commanded it low is a line that something else is grounding — a shorted solenoid winding, a chafed wire touching the block or a bracket, or a driver inside the module that has failed shorted. It is not a lost power feed, which would leave the line floating rather than pulled down.

That gives a clean and fast test. Unplug the EGR valve and measure the module's control pin at the harness with the key on. With the valve disconnected the pull-up through the winding is gone, so the reading is now a direct statement about the wire and the driver alone. Still near zero with nothing connected means the short is in the harness or the module and the valve is innocent. Back up near battery voltage means the wire and driver are healthy and the shorted winding inside the valve was pulling it down.

Two population facts are worth knowing before opening a wiring diagram. First, on Chrysler and Jeep platforms P0489 is among the most frequently reported EGR faults, and the cause is very often the valve's own solenoid failing internally where it has been heat-cycled against an exhaust-side casting year after year — so on those vehicles the valve deserves to be tested first rather than last. Second, this code can appear at key-on before the engine has started, because many drivers self-test their outputs during the initial power-up sweep. A P0489 that returns instantly after clearing, without the car being driven, is not a mystery; it is the module telling you the fault is present with the engine off, which points firmly at a hard short rather than an intermittent one.

Common causes

  • Shorted solenoid winding inside the EGR valve, particularly on heat-cycled Chrysler and Jeep applications
  • EGR control wire chafed through and grounding against the engine block, a bracket, or the EGR tube
  • Failed low-side driver inside the engine control module holding the output grounded
  • Corrosion or moisture inside the EGR valve connector bridging the control pin to ground
  • Pinched harness after intake manifold, EGR cooler, or turbocharger work
  • Terminal pushed out of the connector and contacting the valve body
  • Damaged wiring where the EGR harness passes close to the exhaust manifold
  • Incorrect or aftermarket EGR valve with a winding resistance the driver was not designed for

  • Rough idle or a stumble at light throttle if the valve is being held open

Diagnostic steps

  1. 1.Understand the circuit before probing it. The module grounds the EGR valve, so the control wire reads near battery voltage when the valve is off. Low voltage means the line is being pulled down, not that power has been lost.
  2. 2.Unplug the EGR valve and measure the module's control pin at the harness with the key on. This one reading separates a shorted valve from a shorted wire.
  3. 3.If the pin reads near battery voltage with the valve unplugged, the harness and driver are healthy and the valve's internal winding was the short.
  4. 4.If the pin still reads near zero with nothing connected, the short is in the harness or the module. Disconnect the module connector and check the wire to ground with an ohmmeter.
  5. 5.Measure the resistance of the EGR valve solenoid across its own pins and compare it against the specification for that valve. A reading well below spec confirms shorted turns.
  6. 6.Inspect the harness where it routes near the exhaust manifold, EGR tube, or cooler for melted or abraded insulation.
  7. 7.Note whether the code sets with the engine off. A fault present at key-on is a hard short and will not require a road test to reproduce.
  8. 8.On Chrysler and Jeep applications, test the valve early rather than late — the internal solenoid failure is common enough on those platforms to be worth checking first.

No, and this is the most useful correction to make on this code. The valve gets its power from a fuse or relay; the module controls it by supplying ground. So the wire the module watches sits high when the valve is off and low when it is on. A reading that is low when it should be high means something is grounding that line — a shorted winding, a chafed wire, or a failed driver — not that the supply has gone missing.

Why does P0489 come back the instant I clear it, without driving?

Because many modules test their own outputs during the key-on power-up sweep, before the engine ever starts. Is it safe to drive with P0489?

In most cases yes, for the short term. If the valve is being held open the engine may idle roughly and hesitate at light throttle, which is unpleasant but not damaging. Emissions rise and the vehicle will fail an inspection until it is repaired. Get it fixed reasonably promptly, both because an EGR valve stuck open under the wrong conditions can cause a stall in traffic and because the underlying short may be a chafed wire that will eventually take out something else in the same harness.
